A short circuit rewards a different car from a 20.832 km one. Lap length, corner count and average speed decide which car wins, which is why benchmark circuits are not interchangeable.

Downforce is the sharpest divider. Aerodynamic load scales with the square of speed, so a car that generates 100 kg at 100 km/h has 400 kg at 200 km/h and 900 kg at 300. On a circuit whose corners are taken at 80 to 120 km/h, downforce contributes very little and the drag that came with it is a straight penalty. On a circuit with corners taken at 200 km/h, the same package transforms the car.
